Roswell’s Mayor and City Council convened for their first regular meeting of May on Monday evening. The full agenda is available here. Agenda item numbers below correspond to items as listed on the official agenda.

Mayor’s Report

At the start of the meeting, the Mayor and Council heard a presentation from members of the 2026 Roswell Memorial Day Committee and the Roswell Rotary Club (Mayor’s Report, Item 1). On May 25, hundreds of people will gather outside City Hall for the 27th Annual Roswell Remembers Memorial Day Celebration, honoring the lives of men and women lost in service to the United States Armed Forces.

Council subsequently approved a memorandum of understanding (Mayor’s Report, Item 2) to collaborate with the Georgia Department of Veterans Service and the Georgia Veterans Service Foundation on the planning, funding, and development of a new veterans’ home to be located in the City of Roswell at a location to be determined.

The Council unanimously approved a consent agenda (Consent Agenda, Items 1–6) which included a variety of action items:

  • Approving the minutes of the April 27, 2026 Mayor and Council meeting
  • Approving a retaining wall over six feet to be constructed at First Baptist Roswell Church
  • Approving City staff to pursue a grant from the Federal Highway Administration through the Safe Streets and Roads for All (SS4A) program
  • Approving submission of a Local Road Assistance (LRA) project list to the Georgia Department of Transportation (GDOT) and accepting $1,221,801.94 in GDOT LRA funds via a budget amendment
  • Approving City leadership to award a task order for the Farm Trace Stormwater Construction Project to Chatfield Contracting, Inc., not to exceed $380,229.74
  • Approving City leadership to award a task order for the Holcomb Woods Parkway Stormwater Pipe Lining Project to Utility Asset Management, not to exceed $88,405

Regular Agenda – Action Items

During the regular agenda, the Council took several votes. One saw approval of a text amendment (Regular Agenda, Item 1) that specifies timelines for applications and land disturbance permits tied to the City’s Dredging Assistance Policy. They also granted a conditional use permit (Regular Agenda, Item 2) to allow a carriage house to be constructed at 440 Houze Way.

Council also approved a resolution (City Attorney’s Report, Item 10) authorizing a legal services agreement with Stag Liuzza LLC. The agreement would allow the firm to pursue any claims the City may have related to AFFF/PFAS groundwater contamination.

Regular Agenda – First Reads

Several ordinances came before Council on a first read, meaning final adoption votes will occur at a future meeting. Among those are proposed changes to the City’s Unified Development Code (Regular Agenda, Items 3–7):

  • Allow the keeping of horses on R-18 property over 15 acres in size as a limited use
  • Make “Industrial Use, All Warehouse and Distribution” a conditional use in the IX, Industrial Flex, Zoning District, thus serving to distinguish warehouse uses from data centers
  • Specify residential parking requirements, including a prohibition on parking on grass or landscaped areas, and clarity that vehicles — including boats and trailers — can only be parked on a hard surface
  • Specify commercial parking requirements for vehicle sales uses, prohibiting parking on grass or landscaped areas

Council also heard discussion on a pair of other first reads (Regular Agenda, Items 8–9). These issues included:

  • An ordinance to amend the Code to clarify that large bulky items like pallets, large furniture, and large appliances are not allowed to be dumped in City-serviced dumpsters
  • An ordinance to amend the definition of “inoperable motor vehicles” to include vehicles that are missing valid registration tags

These issues will return before Council as second reads at a future meeting.
