Mayor and Council – Regular Meeting Recap

Consent Agenda
The meeting opened with Council unanimously approving three items on the consent agenda (Consent Agenda, Items 1-3):
- Minutes of the July 13, 2026, Mayor and Council meeting
- A resolution to apply for and accept a local law enforcement grant dealing with cybercrimes
- A resolution to apply for and accept a Building Opportunities in Out-of-School Time (BOOST) grant for the 2026-2027 school year in an amount not to exceed $45,000
Regular Agenda
A busy regular agenda began with Council approving (6-0) the transmittal of the annual update to the Capital Improvement Element (CIE) (Regular Agenda, Item 1). This update includes a list of projects from Public Safety, Recreation and Parks, and Transportation, which are eligible to use impact fees as a source of funding. The project list comes from the 2040 Comprehensive Plan.
Council then approved (5-1) the transmittal of the 2045 Comprehensive Growth Plan (Regular Agenda, Item 2). The 2045 Plan builds upon Roswell’s long-range planning efforts by incorporating elements of the City’s adopted 2040 Comprehensive Plan that continue to reflect the community’s vision and priorities, while introducing updated goals, strategies, and recommendations shaped by current data, extensive public engagement, and City Council direction. The Mayor called for a short recess after the Comprehensive Growth Plan item. When the meeting resumed, one Councilmember was granted an excused absence and was not present for the remainder of the meeting.
Council took action on three subsequent items:
- Approval (5-0) of a modification of zoning conditions for World Harvest Church (Regular Agenda, Item 3). The application proposed development of a regional stormwater detention pond, which required zoning variances.
- Deferral (3-2) of a rezoning request for a 10-acre site at 0 Old Roswell Road (Regular Agenda, Item 4). The request asked for the land, currently zoned Commercial Mixed Use, to be rezoned to Office Residential in order to accommodate a proposed 62-townhome development. The item is being deferred to the next regular City Council meeting on Monday, Aug. 10, 2026.
- Approval (5-0) of a contract with The Cool Roofing Co. to carry out the City Hall Roof Replacement project (Regular Agenda, Item 5). The amount of the contract, which calls for the removal and replacement of the roof at City Hall, will not exceed $2,267,075.30, and Council also agreed to a staff request to authorize $7,000,000 be allocated from the Public Finance Authority budget to account for any unforeseen conditions.
Regular business concluded with the approval (5-0 for all items) of the first readings of three proposed ordinances. They included:
- An amendment to the Unified Development Code (UDC)’s Stormwater Management section (Regular Agenda, Item 6). The proposed changes would update the code’s text to include reference to the City of Roswell Stormwater Handbook, as well as to make some minor revisions for clarity and consistency.
- A related amendment to the Code of Ordinances regarding post-development Stormwater Management (Regular Agenda, Item 7).
- An amendment to the Unified Development Code (UDC) related to data centers (Regular Agenda, Item 8). This amendment stems from months of research by city staff and a pair of public hearings to gather input on data centers. The code amendment would include defining “data centers” and setting standards for potential data centers within the City of Roswell pertaining to noise, water, and energy consumption.
As all three of these items were before Council on first reading, no formal action was taken and a vote will be cast at a future Council meeting.
City Attorney’s Report
The lone item in the City Attorney’s Report was a recommendation to go into Closure at 5:30 p.m. on Monday, Aug. 10, 2026, ahead of the regularly scheduled meeting, for the purpose of discussing personnel, litigation and/or real estate (City Attorney’s Report, Item 9). That measure passed unanimously.
Coming Up
The next regularly scheduled City Council meeting will be held on Monday, Aug. 10, 2026. That meeting will begin at 7 p.m. at City Hall (38 Hill Street).
