The City of Roswell has appointed Pabel Troche, MPA, CFO, NRP, as Fire Chief of the Roswell Fire Department (RFD). Troche, who has served as Interim Fire Chief since early 2025, brings more than two decades of fire service and emergency management experience to the position.
“Chief Troche is a proven leader whose career reflects a deep dedication to Roswell,” Mayor Wilson said. “What truly sets him apart is how he leads with both his heart and strategy. His commitment to mentoring others, building strong teams, and cultivating trust makes him not just a respected leader but an inspiring one. We are proud to appoint him as Fire Chief and are confident he will continue to uphold the high standards of service and professionalism our residents expect and deserve.”
Troche has dedicated nearly his entire career to Roswell, advancing through leadership roles including EMS Director, Battalion Chief, Deputy Chief, and Interim Fire Chief. In these capacities, he has overseen RFD’s five divisions: Professional Standards, Operations, Emergency Management, Logistics, and Community Risk Reduction.
As Interim Chief, he has managed a $17 million budget and has led a workforce of more than 150 employees. In addition, Chief Troche has played an integral role in guiding the City’s five-year transition to a full-time staffing model, implementing the innovative 48/96 shift schedule, enhancing firefighter safety through new technology and training standards, and strengthening interagency coordination across North Fulton. He also led enforcement actions to improve code compliance, including the closure of high-risk facilities, and directed RFD’s participation in the Qwake Technologies Pioneer Program to test innovative safety tools.

Troche holds a Master of Public Administration in Organizational Leadership and Emergency Management Leadership. He also holds numerous advanced fire service certifications, including Center for Public Safety Excellence (CPSE) Chief Fire Officer, and he is one of only a few individuals in Georgia to hold the State-Certified Fire Chief credential. His service has earned him multiple recognitions, including Roswell Employee of the Year (2015, 2016, 2018) and Roswell Fire Department Officer of the Year (2017).
The Roswell Fire Department operates seven fire stations, a fire headquarters, and the Roswell-Alpharetta Public Safety Training Center. The department responds to more than 10,000 calls annually and maintains an ISO Class 2 rating as a full-service, all-hazards agency.
The City of Roswell is dedicated to ensuring best-in-class safety in our community and modernizing public safety infrastructure. With the support of Roswell taxpayers through the 2022 Bond Program, the City purchased a new Public Safety Headquarters for both the Police and Fire departments and a new E-911 Center. In addition, the City will soon embark upon the construction of a new state-of-the-art Fire Station #27 on the east side of Roswell. These facilities will not only improve emergency response but also provide our first responders with the resources and space they need to operate effectively and safely.
