Mayor’s Report
The meeting opened with three items under the Mayor’s Report. The first item was a proclamation in honor of Roswell’s 76th annual Frances McGahee Youth Day Celebration (Mayor’s Report, Item 1). Members of the Roswell Youth Advisory Council were on hand to accept the proclamation, which brings attention to the event whose theme for 2026 is “America250: Tapestry of Generations.”
The next item was a proclamation in honor of Esteemed Veteran of Roswell Travis Shepard (Mayor’s Report, Item 2). Air Force Major Shepard was recognized by Mayor Robichaux for his service to the nation, his fellow service members and to the community of Roswell.
Finally, the Roswell Police Department was recognized (Mayor’s Report, Item 3) for receiving the Law Enforcement Advanced Reaccreditation from the Commission on Accreditation for Law Enforcement Agencies (CALEA). This is the Department’s 10th law enforcement award since 1995.
Consent Agenda
Council then voted unanimously in favor of approving five items on the Consent Agenda (Consent Agenda, Items 1-5). Those votes included approval of:
- Minutes of the September 14 Mayor and Council Meeting and the September 21 Special Called Public Hearing.
- A resolution to apply for and accept the FY2026 Justice Assistance Grant (JAG) from the U.S. Department of Justice Bureau of Justice Assistance. The $17,271 grant can be used to enhance local criminal justice operations and public safety.
- The 2027 calendar of Mayor and Council and Committee meetings.
- The awarding of a lump sum contract to Spratlin Construction for the construction of Fire Station #27. That contract approval is for $8,475,514 with a total project authorization of $9.147,986.
- The awarding of a Construction Manager at Risk (CMAR) services contract to Spratling Construction for the construction of Fire Station #23. That contract approval is for $7,148,320 with a total project authorization of $7,873,177.
Regular Agenda
At tThe regular agenda began with a public hearing and discussion of the City’s millage rate for Tax Year 2026 (Regular Agenda, Item 1). After hearing input from members of the community over the course of three public hearings and a town hall meeting, Council voted 4-2 to adopt a millage rate of 5.232. That rate will maintain the 2025 millage rate on Maintenance and Operations (4.049 mills), while increasing the millage rate on debt service to 1.183. They then took up a pair of ordinances to amend the City’s Unified Development Code (UDC). The first (Regular Agenda, Item 2) would add language to the UDC to limit neon/LED signs and prohibit neon/LED lighting that outlines and details windows. The second (Regular Agenda, Item 3) would place limits on certain real estate signs. Both agenda items came before Council on a first read, meaning no formal vote was taken to enact the changes.
Council then voted unanimously to approve a pair of amendments to the City’s Code of Ordinances. The first (Regular Agenda, Item 4) will allow the City to revoke a business’s occupation tax certificate (OTC) in order to recover revenue from unpaid fees. The second (Regular Agenda, Item 5) will enumerate a water cost for restitution when water is stolen.
The final item on the regular agenda was a resolution to adopt an Intergovernmental Agreement (IGA) for Service Delivery Strategy with Fulton County and cities within Fulton County (Regular Agenda, Item 6). That resolution was approved unanimously.
City Attorney’s Report
The lone item on the City Attorney’s Report was a recommendation to go into closure immediately following the Committee Meeting on Tuesday, October 13, to discuss personnel, litigation and/or real estate.

The next regularly scheduled City Council meeting will be held on Tuesday, October 13, 2026. That meeting will begin at 7 p.m. at City Hall (38 Hill Street).
